never get a mending enchanted book by fishing in a map

i started a new map, i was trying to use fishing to get a mending enchanted book, but i never get one, i used java version of 1.12.1 to start other maps, i can get mending enchanted book from fishing. is it a bug? i also never get any curse enchanted book by fishing in this map.
