Mobs spawn and then quickly despawn in peaceful. Looks like the "ender-porting-out-of-water" effect.
When difficulty "peaceful" is enabled (EDIT: in multiplayer!), mobs still spawn but then quickly despawn (also that causes the "skeleton shoots me in peaceful" bug). Can't they just not spawn in peaceful at all?
As far as I know Java, that shouldn't be too difficult. Just some lines of code.
