button state changes while flipping through the settings of create world

When you create a new world and set it on hardcore, the allow cheats and bonus chests buttons are in an unclickable state. But when I go in the same screen to world type flat and choose customize. And then choose cancel. The button states of the allow cheats and bonus chest buttons are clickable. But they don't active. Only the button states work.
