musl builds of com.mojang:text2speech

Minecraft is for the most part fairly portable, as long as a java vm is available for the platform
and lwjgl/jinput native binaries are available for it.

However, recently (unsure of when, I've not played in quite some time) a new native library has
come into the mix, the text2speech engine. Unless I'm mistaken, no source is available for this,
unlike lwjgl/jinput, so one cannot compile binaries for your libc.

Its of no importance to me, as I don't use the feature, but others may need it.

I'm unsure what your CI setup is like, but I know docker at least is producing alpine linux
(musl) images for use.
