The axe have a wrong attack damage

Well,in every axe there say ''damage: 9''
and the diamond sword: ''damage: 7''
so,i try to kill a creeper with both items,and the axe need to do 7 hits to kill the creeper
and the diamond sword 5 hits, it's supossed to be the axe to most powerfull weapon... but the sword is more powerful
