Commands used Japanese is garbled through the server console

I found that Japanese on the server console was garbled.
For example, this command, "/say [Japanese Word]" displays "????."
I'd like to use "§" so I 'm in trouble that use of words on the console is impossible.
This bug doesn't occur in the other versions
I don't know if there is the same bug in the other languages.
