Mouse Accelerates drastically when mouse buttons are pressed

Whenever I hold down a mouse button, it's almost as though I get ridiculously high sensitivity. My mouse will completely spin around sometimes but only when holding a mouse button.

This occurs only in Minecraft, I've reinstalled multiple versions and with and without mods. The issue occurs on 1.10.2+.

I've attempted other fixes I've seen such as setting priority to "Below Normal" and tried disabling display scaling.

Anytime I spin out drastically in that video, I'm holding down a mouse button.
