Fire doesn't consider stairs and slabs as blocks, and goes through it.

Because stairs and slabs aren't considered full blocks, fire can burn on the blocks above or behond them. This wasn't the case before, and causes many fireplaces to be a fire hazard. Many houses i've build have suddenly burned to the ground when the update hit.
