custom spawner

/setblock ~ ~1 ~ minecraft:mob_spawner 0 replace {SpawnData:{id:"minecraft:pig",Pos:[780.0,1.0,-165.0],Attributes:[{Name:generic.maxHealth,Base:200}],Health:1.0f},Delay:50,MinSpawnDelay:500,MaxSpawnDelay:800}

the command executes and the spawner gets placed but the mob is never spawned
till i remove all delays
the position can be given but only works when there is a ground below (sometimes mobs glitch into ground thats why i like to place 1 tile above the ground but this did not work)

pls fix the spawners so that delay and positions work again thanks
