Game *sometimes* freezes at 0% on load

Occasionally when loading a local saved game it will display 'Loading World 0%' and freeze.
After closing and reopening the game will load but I will be put to world spawn and lose all my on hand inventory.

Found similar older tickets but resolved without providing resolution steps.
