setblock replace not working for mob_spawners

Place this in a command block and activate:

setblock ~ ~1 ~ mob_spawner 0 replace {SpawnData:{id:"minecraft:creeper"}}

Alter the type of mob, and the command results in "The block couldn't be placed"

NOTE:
setblock destroy DOES work, just not replace
