Parrots not teleporting when player is either far away or in water then the parrot despawns

I have tried to find a parrot and theres none to be seen but after 1 hour there's one but they dont teleport when you're in a boat in water or far away once you are far away they despawn plz if you can fix this because i cant get a parrot home
