Command /blockdata x y z {"Command":"tellraw @a {"text":""}"} Bug

When I use /blockdata x y z

{"Command":""}

to change the command to tellraw or title in command block. It does appear as "Data tag parsing failed". and seems like I can't solve the problem by myself, how to fix it?
