Chunks won't load past 1/4- 1/2 render distance

Hey, I know there is known bugs about chunks not loading, but there are none like my case. If I want to find my way around, I have to repeatedly do F3 + A just so I don't run into something/ fall off something. It didn't do this from like 1.7.10, 1.8, 1.9, or 1.10 (I don't know) and it's getting really annoying. Thanks! (I know I have a lot of screenshots, but I want as much proof as possible (there is single player and Multiplayer screenshots))
