Command Block Strange Behaviors

A command block on my spigot server started acting strangely. Placing it at a specific coordinate and having it execute the command: "/setblock ~-1 ~1 ~0 minecraft:bedrock" caused the command block to activate without redstone and only activating it once. Replacing the command block does not fix this. It only seems to work under these specific parameters. I attached a video showing the bug.
