When changing from Creative to Survival, wont let me break or place anything

When I change my Survival world to Creative and then change it back to Survival, for some reason it wont let me place any blocks or break anything or if I have my world in Creative and want to change it to Survival, it does the same thing. If I create a Survival world it works fine but if I decide to go to Creative at any time and change it back, it wont work. I tried to re-download my game but it doesn't work. I want to be able to know if there is a way I could fix this.
