First time tutorial do not repeat on different save, when previous wasn't completed

The bug

The first time tutorial (walk, inventory, chop tree, craft planks) is not shown again.

Steps to reproduce

1. Open a old save from 1.11 (tutorial shown)
2. Walk few steps (do not complete)
3. Create new world
4. Tutorial ends (no walk hint, or another steps)
