Storage-type block recipe unlock criteria inconsistent

See attached screenshot. Stacks of 1 are items that trigger their respective "storage block" when obtaining a single one of them, stacks of 64 require the whole 4/9 items.

Items that did not behave as expected with regards to this issue:

• Wheat
• Bonemeal

The others can be grouped into storage blocks and building blocks, justifying the different criteria.
