Jump Boost effect not working

When I use the command:
/effect @p minecraft:jump_boost
It doesn't appear on the effects list, in the inventory or in the regular HUD, it won't show particles, and I won't jump any higher. However, if I use the command:
/effect @p minecraft:speed
It will actually give me all the effects of Speed.

This effect also works with Potions of Leaping, but I can still get Jump Boost with a repeating command block that gives Jump Boost to me every tick. If I look at the timer, it's always 0:30 or 0:29, so it can't be that.
