I cant click to load a world

The system I am using will not allow me to select world saves from the menu, I cannot play unless I desire to generate a new world each run. Also in menus such as those found in settings and Creative mode will not allow click scrolling given the bar,
touchscreen mode is off and i do have a usb mouse plugged in
