Unable to use rockets to propel elytra flight

When I try to use rockets to propel the elytra, it just shoots the rockets in the air, even when the elytra is activated. This does not have any problem with "Identity 0".

What I expected to happen was..:
To be able to use firework rockets to propel the flight of the elytra.

What actually happened was...:
I right clicked to use the rockets, and they just shot in the air
