Tutorials appear in already generated worlds and even if you complete them, there is a chance they will appear again.

So, since 1.12 pre-release 3 the tutorial system has been changed, there are some issues with it though. It still appears in already generated worlds and even you complete it, the game may re-start it from scratch. Sadly, I couldn't find a condition at which the game gives you the tutorial chain again.
