Can't place containers with items which have lores which contain spaces

If you try to place a container with items which have lores with has spaces in them, the output will point to the character immediately after the first space in the lore telling you that a curly bracket was expected instead.
This bug first occurs in 1.12 Snapshot 17w16b.

Command example:

/setblock ~ ~1 ~ dropper 1 {Items:[{Slot:4,id:stone,Count:1b,tag:{display:{Lore:[1 2 3]}}}]}

Output:
Data tag parsing failed: Expected '{' but got '2' at: 2<--[HERE]
