Signs and paintings now can be placed on fences

What i want to see was:
1. Testing some transparent blocks (Signs and painting included)
2. Find all of them not connecting to each other

What i get instead was:
1. Testing some transparent blocks (Signs and painting included)
2. Paintings and Signs was placed to the fence block (not on thee ground / not dissapear
