/fill-ed redstone blocks will only power one command block at a time

How it should work
Using /fill to place multiple redstone blocks should power every command block that comes in contact with a redstone block.

How it's working now
In 17w18a, /fill-ing redstone blocks only powers a single command block at a time, and the other command blcoks power once their neighbor is broken.
