Endermites Won't Spawn from Teleporting to Transparent Blocks

Is this intentional?

Endermites don't appear to spawn if a player teleports to a transparent block, ex: glass, with an Ender Pearl.

To Reproduce:

• In Survival Mode, use lots of Ender Pearls to teleport to glass or another transparent block. Endermites should not spawn at all.
