command that should work doesn't work!

/scoreboard players set @p NotHoldingItem 0 {SelectedItem:{id:minecraft:paper,tag:{display:{Name:Skip}}}}

This command should work and it also did in the privious snapshot yet it doesn't work now!
Note: I have the item required in the hand...
