Some resource packs in the resourcepacks folder don't show up on available resource packs

Some resource packs don't really show up on the available resource packs and I checked they are in the resourcepacks folder and they have the pack.mcmeta file in the pack. For some reason, they don't count as an available resource pack so I was actually wondering..... Why doesn't it even work?
