Beacon's regeneration doesn't work

When I am trying to create a maxed beacon (with 4 layers), trying to get the regeneration effect, the beacon is not allowing me to choose the secendery effect or even to create a beacon the only use regeneration. and obviously doesn't give the effect without choosing it.
also sometimes when I enter the beacon's GUI right after placing it, so,me parts of the menu is missing.
