Stone Tools not appearing in recipe book, and not craftable when done manually

When I have planks and stone in my (creative) inventory (amongst other things), no tools are available to craft (due to no sticks). When I craft sticks, only the wooden tool recipes pop up. Even when I manually craft a stone sword, nothing appears in the box to take.
