Narrator cannot be activated

Also affects 17w13a 17w13b
I cannot activate the narrator by Ctrl+B.
Error message as below. Notice the time in MCL log is not local time but UTC+16 time(Marked the time, local time was 15:41,UTC+8 timezone).
