Hoppers do not transfer items to other storage units

I am trying to transfer Water Bottles from a Hopper to a Brewing Stand, but every time a Hopper with Minecart receives the items from the Brewing Stand, the Hopper next to the Brewing Stand won't transfer any items to the Brewing Stand unless a Water Bottle is place and removed from the Brewing Stand.
