Parrots do not spawn

so I have this world I started a while ago and I have a jungle without any trees or anything in it and the parrots just don't seem to be spawning, and I am definitely on the latest snapshot, other animals and mobs are but not parrots are.
summoning them works but id like to get them the intended way.
