when a block falling on a fence ,it still an entity

when a block fall on a fence ,it still an entity.Normally,it should be a block .then,I broke the fence,the falling bolck became a block again.
Steps to Reproduce:
1.put a fence,then put a touch on the fence,afterthat,put a sand on the touch
2.break the touch
