Can't Craft Books

Entirely unable to craft books in creative mode or survival mode using either inventory crafting or a crafting table. Gamerule doLimitedCrafting is confirmed to be false and issue persists. Even after toggling doLimitedCrafting true and false and testing no each toggle the issue persists
