Multiplayer Local Network Fail

I wanted to play multiplayer so and play a sever.
Then I went to Multiplayer and it said scanning for games on your local network. then I waited ten minuits and it is still doing it so I tried to direct connect then this popped up "failed to connect to sever. Java.net.connection.exception: Connection refused: no further information:" I tried Repairing the file and tryied restarting minecraft and also shutting down my computer. And its been a month.
