The Bug:

Shulker boxes cannot be opened when blocked by fences even though they visually should be able to.

Steps to Reproduce:

1. Build the setup as shown in the attachment below. setup.png
2. Attempt to open the shulker box.
3. Take note as to whether or not shulker boxes can be opened when blocked by fences in situations where they visually should be able to.

Observed Behavior:

Shulker boxes cannot be opened.

Expected Behavior:

Shulker boxes would be able to be opened.
