/setblock minecraft:hardened_clay colors doesn't work

What I expected to happen was...
doing the command /setblock minecraft:hardened_clay 7 to place down a Grey Hardened Clay

What actually happened was...
it placed down the normal hardened clay. I tried it out for other hardened clay colors, but still placed down the normal hardened clay.

Steps to Reproduce:
1. Type in /setblock minecraft:hardened_clay (any number 1-15)
2. Press Enter
3. Generates the normal hardened clay.
