Empty Load ToolBars deletes hotbar items

When in creative if the saved toolbar's are empty when pressing shift+(any number), the hotbar is replaced with nothing. I think this is a bug because more then a few times i was building something in creative and when flying down with shift and pressing the number buttons to change the item in hand my hotbar was gone.
