Effect "seconds" variable uses ticks instead

I have not heard anything about this changing, but in the help on "/effect" command it says "/effect <Player> <Effect> [Seconds]", so when I use it, is seems like it uses ticks insted of seconds. I tried choosing 200 "seconds", but it gives me the effect for 10 seconds. Either it was changed, but you forgot to remove the text that says "seconds", or its simply a bug.
