cant save tool bar

i cant save my tool bar
i press ctrl then 1 and it supposed to to save my current tool bar
it didn't save the tool bar and i was able to load a empty tool bar with shift ctrl 1
i did ctrl + 1 ctrl1 and hold and nothing...
i dont know how to reproduce the bug and it doesnt work for me
please do what you can
