Can't combine enchants with /enchant command

I've been using the /enchant command a lot lately, I've found you can't combine enchants, like you can in game normally.

Hold an Iron sword.

Run /enchant sharpness 1 twice.

You'll get a response of can't combine Sharpness I with Sharpness I, which makes no sense.
