Water bottles don't go into brewing stand via hoppers (not like the others!)

Yes, there have been issues before with people trying to put water bottles into the top hopper, but I have attached a video of me trying to get it to work and it just doesn't. I don't know what I'm doing wrong and no one else seems to have this issue exactly.
