skin doesn's show's in multiplayer

i expected to see other players their skin in ALL multiplayer servers

but that doesn't happens
i can only see steve skins and alex skins
exept my own skin

how to trigger it
1. go to minecraft 1.10.2 or higher
2.go to a server
3.and get shocked how manny steves and alexes their are

aparently it only seems to happen on my laptop
