Flower Generation in a Flower Forest

I am trying to gather a large quantity of various flowers in the flower forest. First I was randomly using bone meal to spawn extra flowers and was only getting red tulips, azure bluet and the rare occasion of an allium. I am trying to collect all the varieties of flowers for a massive project on a vanilla server. I have read other bug reports where it says that you have to bone meal the areas the flowers generated in to get more of that flower and well, that failed. I have exhausted several "solutions" found in other bug reports and nothing is working. I do not believe this is working as intended or otherwise when you bone meal in a flower forest you would generate all the flowers.
