Mobs and players in minecarts take falling damage when falling through water

If an animal (in my case a cow) is riding in a minecart, and the minecart is dropped into water (in my case, ~20 blocks of ocean) - the mob will take falling damage as if they fell outside a minecart, while falling through air.
