You are not able to rename stacks of items in an anvil while in survival mode

I tried to rename a stack of items for an item filter and it won't let me rename a stack, however it lets me rename one item, and when trying to rename stacks even though it doesn't rename the items it still takes the XP. I have checked and you can rename stacks in creative but not in survival.
