Hopper jammed

An unpowered hopper doesn't drain water bottles into a brewing stand more than once.

What I expected to happen was...:
Describe what you thought should happen here

Place water bottles into a hopper which would place them into a brewing stand

What actually happened was...:
Describe what happened here

The hopper would fill the brewing stand the first time, then if the bottles were removed from the stand with another hopper the first hopper would not drain thus refilling the stand

Steps to Reproduce:
1. Place a hopper feeding into the side of a brewing stand and a hopper bellow the brewing stand which will remove the bottles
2. Place water bottles into the feeding hopper which should pass through the stand and into the bottom hopper
3. Now place more water bottles in the feeding hopper, the bottles will remain stuck in the feeding hopper
