PC - Hardcore mode hunger does not deplete

When playing vanilla minecraft on hardcore mode in versions 1.11.0 and higher, the hunger bar does not deplete no matter how much running, jumping, breaking blocks, etc. This happens from the moment I create a new world and isn't caused by a specific action. Manual crash report attached. Again, this is on hardcore mode, not peaceful.
