Comparators do not output correct value for brewing stands with ingredients

previous to w10, possibly even w09, Comparators gave a higher signal strength for 3 bottles + ingredient vs. 3 bottles no ingredient in a brewing stand.

In w10 both of these output the same signal strength, making it impossible to detect completion of brewing (no ingredients left to mix) via redstone.
